Bounds is a seasoned healthcare professional with over 20 years of experience, including directing and preparing organizations for NCQA Health Plan Accreditation and Physician Hospital Quality (PHQ) Certification. In prior roles as a respiratory therapist, site administrator, practice coordinator, and project manager, David led numerous quality improvement initiatives, resulting in operational excellence and full compliance with accreditation and state regulatory requirements, and giving him unique insight into the needs of individuals in chronic care and healthcare disparities. David joined MHR as an independent administrative Consultant in August 2024. Â

Her areas of expertise include: case management, utilization management, population health management, and quality improvement. Our SIGNATURE Process
At MHR, our signature process is built on rigorous hiring practices, inter-rater reliability protocols, and a commitment to consistency and excellence. Here’s how we ensure our team is prepared to deliver unmatched consulting services:
1. Comprehensive Screening:
- Candidates are initially evaluated through hands-on submission of NCQA documentation and a detailed screening questionnaire. The screener includes correct responses to assess the candidate’s depth of knowledge in NCQA standards.
- After passing this initial stage, candidates complete practical exercises, including typical client documentation and file review scenarios, which they must pass with a score of at least 85%.
- Candidates also complete an experience grid, self evaluating their expertise as no experience, beginner, intermediate, or expert in key processes. These levels are clearly defined, guiding
future training and orientation.
2. In-Depth Interview Process:
- Qualified candidates progress through a three-tier interview process involving team leads, the COO, and a final interview with the CEO.
- This thorough process ensures we select professionals with the right expertise, mindset, and alignment with MHR’s values.
3. Extensive Orientation and Training:
- Unlike typical consulting firms, MHR provides an extensive orientation program. New hires watch comprehensive video modules on all NCQA standards, gaining insights into nuances and practical applications.
- They receive access to a robust library of templates, tools, and evaluation resources to guide their work in reviewing and completing standards requirements.
4. Ensuring Consistency and Quality:
- Monthly team meetings address detailed NCQA Policy related questions, ensuring consultants from diverse professional backgrounds align with MHR’s high standards.
- A curated catalog of hundreds of questions and answers is available to inform consultants’ work, promoting consistency across the team.
5. Team-Based Client Management:
- MHR employs a team-based approach to client management, a departure from the single-consultant model common in the industry. Each client is supported by:
- A team lead who oversees complex projects.
- A clinical consultant.
- A non-clinical consultant managing standards activities and file reviews.
