David M. Bounds is a seasoned healthcare professional with over 20 years of experience, including directing and preparing organizations for NCQA Health Plan Accreditation and Physician Hospital Quality (PHQ) Certification. In prior roles as a respiratory therapist, site administrator, practice coordinator, and project manager, David led numerous quality improvement initiatives, resulting in operational excellence and full compliance with accreditation and state regulatory requirements, and giving him unique insight into the needs of individuals in chronic care and healthcare disparities. David joined MHR as an independent administrative Consultant in August 2024.  

Deborah Warren is a Registered Nurse with over 40 years of healthcare experience, including 25 years in managed care. She successfully oversaw the attainment of NCQA Health Plan and Managed Behavioral Healthcare Organization (MBHO) Accreditations across multiple reporting entities. Her expertise includes managed care evaluation, quality management, accreditation compliance, management structure, and utilization management. Debbie joined Managed Healthcare Resources in 2019 as a Healthcare Consultant. 

Dena Reeves is a Registered Nurse with more than 29 years’ experience of which 22 years were concentrated in case management and utilization management. As a consultant for over 12 years, Dena has helped guide organizations preparing for NCQA Health Plan and Case Management Accreditations, and in 2024, she became an NCQA Surveyor. Her areas of expertise include:  case management, utilization management, population health management, and quality improvement. Dena joined Managed Healthcare Resources in 2022 as an independent Clinical Healthcare Consultant.

Donna Simon is a highly experienced Registered Nurse with a career spanning over 28 years. Her expertise encompasses a wide range of roles in health systems, payers, and consulting, with a strong focus on clinical program development, population health, and value-based care strategies. Donna's expertise is in URAC/NCQA accreditation across multiple lines of business, HEDIS, ACOs, Medicare Stars, and Agile project management. In July 2024, Donna brought her wealth of experience to Managed Healthcare Resources (MHR) as an independent clinical Healthcare Consultant.

Erin Kafieh is a Registered Nurse with more than 26 years of experience in NCQA accreditation with all product lines. Her expertise includes file review standards for Utilization Management Denials and Appeals, Credentialing, LTSS, and Case Management. She has been an NCQA surveyor since December 2022.  Erin joined Managed Healthcare Resources in July 2023 as an independent Healthcare Consultant.

Jean Lockington is a Registered Nurse with over 30 years’ experience working in managed care. She has been an NCQA Surveyor since 2009. Her expertise is in quality improvement, new business development, accreditation preparation, Patient-Centered Medical Home, and assessment of documents for the Special Needs Plans Model of Care. Jean joined Managed Healthcare Resources in 2016 as a Healthcare Consultant.

Kandi O’Brien is a highly accomplished healthcare operations and management executive with over 20 years of leadership experience in the healthcare industry. Her expertise in developing comprehensive credentialing and compliance programs has consistently led to meeting requirements for NCQA, URAC, Medicare, Medicaid, and state and federal regulations. Kandi joined MHR as an independent Consultant in July 2024. She collaborates closely with healthcare providers and organizations to design and implement credentialing programs that meet NCQA standards and state and federal requirements.

Kimberly Carpenter Petit’s career began in sales, consulting, and operations at a medical device company then transitioned to a national health plan with broad responsibilities for quality management, credentialing, delegation, accreditation, HEDIS, and regulatory compliance.  During this time, she gained expertise in NCQA accreditation and became an NCQA Surveyor in 2009. Kimberly joined Managed Healthcare Resources in 2017 as a Healthcare Consultant. 

With over ten years of experience working with health plans and MBHOs, Monique Fields is an expert in quality improvement, file reviews, and NCQA accreditation management. She has worked with national and smaller start-up organizations, where she led them through preparing for accreditation surveys. Monique has been an NCQA Administrative Surveyor since 2022, when she joined Managed Healthcare Resources as an independent Healthcare Consultant.

Sharon Castro is a highly accomplished leader in quality compliance, with over 20 years of experience in managed care quality, NCQA accreditation, and regulatory compliance at national firms.  Her expertise has led her to serve as an NCQA surveyor since 2013, where she conducts surveys for health plan accreditation, credentialing verification organizations, utilization management, multicultural healthcare distinction, health equity, and wellness & health promotion organizations. In December 2024, Sharon joined Managed Healthcare Resources (MHR) as an independent Healthcare Consultant.

Sheila Petras is a Registered Nurse with over 25 years’ experience in health care quality and with NCQA standards.  She has successfully led a quality management department and implemented quality improvement programs, including NCQA and URAC accreditation. She became an NCQA Administrative Surveyor in 2013. Sheila joined Managed Healthcare Resources in 2017 as a Healthcare Consultant.

Sonia Frazier has over 20 years’ experience within healthcare including as Director at a large Medicaid plan, consultant and as Manager/Senior Accreditation Manager at the National Committee for Quality Assurance (NCQA). She has been an NCQA Surveyor since 2012.  Her expertise is in guiding organizations through NCQA Accreditation and Certification preparation and supporting corporate clients and complex organizations. Sonia joined Managed Healthcare Resources in 2019 as a Healthcare Consultant.
