David M. Bounds, MHA

David M. Bounds is a seasoned healthcare professional with over 20 years of experience, including directing and preparing organizations for NCQA Health Plan Accreditation and Physician Hospital Quality (PHQ) Certification.

In prior roles as a respiratory therapist, site administrator, practice coordinator, and project manager, David led numerous quality improvement initiatives, resulting in operational excellence and full compliance with accreditation and state regulatory requirements, and giving him unique insight into the needs of individuals in chronic care and healthcare disparities. David joined MHR as an independent administrative Consultant in August 2024.  

With a Master of Science in Health Services Administration, David has demonstrated expertise in private healthcare and the insurance industry, where requirements for quality healthcare, compliance, and fiscal management unite.

As Project Manager at MVP Health Care/MVP Health Plan (New York), David led survey preparation for NCQA Health Plan (Commercial & Exchange) and NCQA Physician Hospital Quality (PHQ) certification. His leadership extended to managing quality improvement initiatives, developing internal training on NCQA standards, facilitating file reviews, and submitting compliant-ready documents.

Previously, as a Senior Practice Coordinator at Albany Medical Center (New York), David managed a 33-provider medical office and led preparation for NCQA PCMH level 3 Certification. He was also instrumental in implementing healthcare initiatives such as Comprehensive Primary Care+ and the CMS Million Hearts Program, improving healthcare quality and patient outcomes.

David’s early career began as a respiratory therapist, after which he assumed positions in managing senior living communities with numerous compliance requirements for the state of New York.

David holds a Master of Science in Health Services Administration from the Sage Graduate School in Albany, a Bachelor of Science in Advanced Cardio Respiratory Sciences from SUNY Health Science Center in Syracuse, and an Associate in Respiratory Therapy.

David lives in upstate New York, where he enjoys spending time with his wife and daughter, enjoying the outdoors, spending time on the lake in the summer, and winter skiing in New York and Vermont.
