PATRICIA MARINE BARRETT, MHSA

Patricia (Tricia) Marine Barrett is a results-oriented healthcare leader with more than 30 years of experience driving strategic transformation and operational excellence across various healthcare industry sectors, including at the National Committee for Quality Assurance (NCQA), where she served as Vice President, designing and developing products. She is known for cultivating high-performing teams, fostering inclusive environments, and delivering innovative solutions to complex challenges. Tricia joined MHR in May 2024 as an Operations Contractor and recently transitioned to the fractional Chief Operating Officer role. She supports the CEO & President and the MHR consulting team in facilitating daily operations and administrative workflows to help ensure high client satisfaction.

During her 12-year tenure at NCQA, Tricia held Vice President positions in Product Design & Support, Product Development, and Employer Relations.  Under her leadership, Tricia helped NCQA grow its revenue, bolster innovative product development, and streamline customer-focused operations. Tricia championed large-scale initiatives involving change management and cross-functional collaboration, positioning NCQA as the authority in healthcare quality and accreditation, shaping how care is delivered across the country​. Among her contributions, Tricia:

  • Improved renewal rates for NCQA’s PCMH recognition program from 60% to over 85%
  • Oversaw the development, dissemination, and interpretation of NCQA Accreditation Standards and HEDIS® (Healthcare Effectiveness Data and Information Set) measures
  • Nearly doubled employee engagement scores, leading to a more cohesive and motivated workforce
  • Worked extensively with federal and state regulations to ensure compliance and elevate healthcare standards

Before joining MHR, Tricia held Executive Director roles at Bayer Pharmaceuticals in New Jersey, where she was instrumental in developing their population health management (PHM) strategy, which included health equity commitments and value-based care models, ultimately shaping unencumbered access to innovative, guideline-directed medical therapy.

While at Health Alliance Plan in Detroit, Michigan, Tricia’s progressive positions ranged from Manager to Associate Vice President, where she was responsible for quality management and improvement across hospital and ambulatory centers.  As Associate Vice President, she led initiatives to optimize GM's fully insured managed care plans, including benefit design changes and enhancing partnerships with 35 carriers nationwide. Tricia was the primary liaison between GM and major healthcare advisory councils, demonstrating exceptional stakeholder management and strategic planning skills.

Tricia holds a Master of Health Services Administration from the University of Michigan School of Public Health, Ann Arbor, Michigan, and a Bachelor of Arts in Sociology.

Tricia lives in Maryland with her husband and enjoys attending her son’s theatre performances at the University of Delaware. In her spare time, she volunteers with Warrior Canine Connection, helping to care for future service dogs for veterans, and serves on the Board of the American International Health Alliance.
